The public part of the building is composed as a sloping wall where the three courtrooms of the institute cantilever out of the building in the shape of large spheres that hover over a mirror pond. This ensemble forms the monumental public icon for the institute, expressing its universal and democratic character and acting as a backdrop for the TV-correspondents. The non-public part of the building consists of perimeter offices arranged around a vast inner garden. The offices and public areas join in an inner street that runs through the building.
