The Dutch ministry of education commissioned this study to develop a new strategy for space planning of education buildings. The program of the ministry foresaw the clustering of existing schools in larger entities for much broader age groups and in education of shorter or longer terms: the so called ‘education permanente’. The study proposes spatial strategies to absorb the specific requirements of these large-scale institutions in structures that are organized as a vertical city with squares, streets and neighbourhoods. These principles were later applied in the Shipping and Transport College project in Rotterdam.
