The new City Hall and Library project blends into the heart of the old mediaeval centre of Deventer. A new public square, sunken in the ground, is created in the inner urban block behind the old town hall. The library and the service counters of the municipality are mixed together as one large city information centre, organized around this square. A cupola shaped building that contains the offices of the city administration covers the square and forms a large atrium. The top of the cupola is conceived as a panoramic winter garden, a public space for parties and official celebrations.
